A former resident of Houston, Texas, and graduate of Sam Houston State University, Luttrell replaced Kevin Brady in the U.S. Congress. Two days later, on February 19, 2025, he addressed fiscal concerns related to border security expenses borne by Texas. He stated: "I cosponsored legislation to reimburse Texas for the $11.1 billion it spent on Operation Lone Star because Texans shouldn’t have to pay for Biden’s border crisis. The Biden admin failed to do its job, so Texas stepped up. Now, it’s time to make things right."

On February 20, 2025, Luttrell reiterated his support for past administrative policies by asserting: "America is safer under the Trump administration."
