The House of Representatives has passed an amendment put forth by Congressman Dan Crenshaw, allowing the inclusion of international narcotics trafficking as part of the definition of "foreign intelligence information" under the Foreign Intelligence Surveillance Act (FISA). This move aims to target foreign narco-traffickers more effectively and help curb the influx of deadly narcotics, including fentanyl, into the United States.
Congressman Crenshaw emphasized the significance of the amendment, stating, "It is insane that we have not been able to use FISA to target the affiliates of cartels, such as bankers, accountants, and others who help operate their business. This amendment corrects that mistake." He further highlighted the national security threat posed by cartels, particularly in the trafficking of illicit drugs, and expressed confidence that the amendment would aid in dismantling these criminal organizations.
The passing of this amendment aligns with the broader Reforming Intelligence and Securing America Act, which represents a substantial overhaul of FISA and the Federal Bureau of Investigations (FBI). This comprehensive reform package includes 56 measures aimed at preventing abuses and significantly reducing FBI querying practices.
The amendment essentially expands the scope of targeted individuals under FISA to encompass those involved in international drug production, distribution, and financing of substances such as fentanyl. By broadening the definition of "foreign intelligence information," the legislation enables the U.S. government to address the specific challenges posed by narco-traffickers and seek approval for the creation of a new certification category focused on combatting the global drug trade.
With the passage of this amendment, the House has taken a significant step towards enhancing intelligence collection on foreign drug traffickers and strengthening efforts to combat the flow of dangerous narcotics into the country.
