Luttrell, born in Houston, Texas, in 1975, has been living in Magnolia and holds a Bachelor of Science degree from Sam Houston State University.
On April 22, 2025, Luttrell expressed his gratitude to the participants of local events, stating, “Appreciate everyone who showed up and spoke up last week at our town halls.”
The following day, April 23, 2025, he acknowledged the achievements of a local educational institution, saying, “Big shoutout to Conroe ISD—named the top school district to work for in America! Proud to represent a community that supports its teachers and builds up our kids.”
Later on April 23, 2025, Luttrell shared his excitement about a professional nomination, announcing, “Honored to be nominated for the @CyberScoopNews ‘Government Leadership’ award.
