Congressman Morgan Luttrell (R-TX) has issued a statement following the passage of H.R. 3838, the Streamlining Procurement for Effective Execution and Delivery (SPEED) and National Defense Authorization Act (NDAA) for Fiscal Year 2026 in the U.S. House of Representatives.
“Our service members require the most advanced capabilities and cutting-edge equipment to defend our nation from evolving threats across all domains: land, sea, air, and cyberspace. As a veteran and member of the House Armed Services Committee, this year’s NDAA tackles the challenges we currently face, strengthening our national security while addressing PTSD and TBI among our veterans. I’m proud to see this legislation pass our chamber and urge the Senate to act swiftly,” Luttrell said.
The NDAA is passed annually by Congress to set policy direction and funding levels for the Department of Defense as well as other national security agencies.
According to Luttrell’s office, he secured more than 50 provisions in this year’s NDAA. These include measures aimed at improving cybersecurity, artificial intelligence, and technology tools for defense purposes; authorizing funding for research into post-traumatic stress disorder (PTSD) and traumatic brain injury (TBI); initiatives supporting service member training and health; increased funding for hypersonics development; language to prevent deactivation of certain Army Reserve units without continuity plans; support for domestic production of critical minerals; and authorization for additional flight hour funding.
Luttrell also noted that efforts in H.R. 1, known as the One Big Beautiful Bill Act, have contributed additional support for research activities in Texas.
Morgan Luttrell has been serving Texas’ 8th Congressional District since winning elections against Laura Jones in both 2022 and 2024 with over two-thirds of the vote each time.
