Congressman Morgan Luttrell, who has represented Texas’s 8th District in the U.S. Congress since 2023, recently used social media to highlight the actions of first responders and individuals who have contributed to emergency efforts in Texas. Luttrell, a Houston native born in 1975 and a graduate of Sam Houston State University, succeeded Kevin Brady and currently resides in Magnolia.
On July 14, 2025, Luttrell posted about Scott Ruskan’s role during an emergency response. He stated, “When Texas needed help, Scott Ruskan answered the call at only 26 years old in his first-ever Coast Guard mission. He made our state — and the entire nation — proud. I commend him for all he has done and I’m proud to join a @HomelandGOP resolution honoring him in the House.”

Morgan Luttrell is currently serving as U.S. Representative for Texas’s 8th District after replacing Kevin Brady in 2023. He was born in Houston and graduated from Sam Houston State University with a BS degree in 2000.
